— This article on California’a Greenhouse Gas Bill is Dan Walters at his best:
Is political hot air a greenhouse gas? This impertinent question flows from the overblown rhetoric that has accompanied the Legislature’s enactment of Assembly Bill 1493, which purports to do something important about “greenhouse gases” and global warming, although exactly what it does is as murky as the skies over Riverside on a hot summer day.

Before I was blogging, I wrote a column ripping this bill to shreds. My paper never published it. Weeks went by, the bill got amended repeatedly, my column grew stale, so I pulled it because I didn’t have time to revise it to deal with all of the bill changes.
But it is a stupid, meaningless bill that does nothing but make Fran Pavley look good in her next election. I haven’t looked at her district numbers, but I wouldn’t be surprised if she’s not in a safe district. If she’s not, it would lend credence to my notion that Pavley was handed this bill by the Democratic leadership so she could use it in campaign mailers come re-election time.
That’s about all the bill is good for.
